So to summarize. Lead shot has been shown to be damage waterfowl populations and populations recovered when hunters switched away from lead shot. Lead fishing tackle has not been shown to damage fish anymore than lead-free tackle. Lead fishing tackle has been shown to be responsible for the deaths of individual waterfowl. No work, however, has been done to see if the poisoning of individual birds by lead fishing tackle has an effect on waterfowl populations. Maybe it does or maybe there are too few birds poisoned to have a measurable effect on the whole population.
Some people say the lead fishing tackle is killing birds and should be banned. Others say yes but no one has studied if it is killing enough birds to matter.
That is how I have seen the arguments framed and it seems to agree with this article. David
